Open Enrollment, School Choice & Interdistrict Transfers

OPEN ENROLLMENT AND SCHOOL CHOICE  (school to school within the AVUHSD):

There are three options for a student to request to attend a high school within the Antelope Valley Union High School District other than the student’s school of residence:  Open Enrollment—General (Lottery), Open Enrollment—Sibling, or School Choice.  The deadline to submit Open Enrollment and School Choice applications for the new 2013-14 school year is Monday, April 8, 2013.

Open Enrollment and School Choice for the current 2012-13 school year are now closed.  During March 2013, information packets for 2013-14 Open Enrollment/School Choice will be mailed to the homes of current eighth grade public school students, to the homes of returning high school students currently attending Program Improvement Schools, and to the principals of charter and private junior high schools.  Information packets may also be obtained from any high school or from the AVUHSD Student Services office or the AVUHSD documents website at www.avdocs.org (Click the link to “Student Services”.)

There will be limited 2013-14 Open Enrollment spaces available at Antelope Valley High School, Highland High School, Littlerock High School, and Palmdale High School.  These are general Open Enrollment spaces not specific to particular programs.  According to California Education Code 35160.5, Open Enrollment approvals would be on a lottery basis (random selection—NOT first come, first served).  Of course, in addition to these spaces, all qualified sibling Open Enrollment applications to all schools would be approved.  With the exception of Sibling Open Enrollment, there are no 2013-14 Open Enrollment spaces available at Eastside High School, Knight High School, Lancaster High School, or Quartz Hill High School.

Also, the School Choice option of a lottery to attend Quartz Hill High School is available only to students who live within the boundaries of high schools that have been identified as Program Improvement Schools according to the No Child Left Behind Act:  Antelope Valley High School, Eastside High School, Highland High School, Knight High School, Lancaster High School, Littlerock High School, or Palmdale High School.  In compliance with federal mandates, priority for School Choice will be given to students based on disadvantaged socio-economic status and lower academic standing.

Open Enrollment and School Choice applications for the 2013-14 school year must be received by the deadline of Monday, April 8, 2013, in the AVUHSD Student Services office at 548 West Lancaster Boulevard, Suite #102, Lancaster, CA  93534-2571.    Applications may be submitted by mail, in person, or by fax to 661-949-6292.  They may also be scanned and e-mailed to:  rhickman@avhsd.org .  According to Board Policy, late applications will not be accepted with the exception of students who have a sibling attending the school requested.  Late applications from students who moved into the area after the deadline may be considered based on available space.

Result letters will be mailed during May 2012.  The first day of the 2013-14 school year will be August 12, 2013.  Thank you.

INTERDISTRICT TRANSFER APPLICATIONS (a.k.a. INTERDISTRICT ATTENDANCE WAIVERS/PERMITS) (district to district):

Interdistrict Transfer Applications are for students to request to attend a high school within a different school district from where they live.

Interdistrict Transfer Applications from the Antelope Valley Union High School District to another school district may be obtained in the AVUHSD Student Services office (548 W. Lancaster Blvd., Suite #102, Lancaster).  Upon review and approval by the Assistant Superintendent, the form may be mailed or hand-delivered by the parent/guardian to the school district requested.  Approval by the AVUHSD does not necessarily indicate automatic approval by the school district requested.

Interdistrict Transfer Applications from another high school district to AVUHSD should be obtained from the high school district of residence.  Upon approval by the high school district of residence, the form may be mailed or hand-delivered by the parent/guardian to the AVUHSD Student Services office (548 W. Lancaster Blvd., Suite #102, Lancaster) no later than April 8, 2013 for the 2013-14 school year.  The form may also be faxed to (661) 949-6292.  Exceptions to the deadline may be made if the student is requesting a renewal and is already attending the school requested, or if the family has recently moved from AVUHSD to another school district and the student is already attending the school requested, or if the student has a sibling who is currently attended the school requested (and who will continue to attend the school requested for 2013-14).

Interdistrict Transfer Applications no longer need to be renewed each year for most school districts within Los Angeles County.

A partial list of other school districts some AVUHSD students have requested to attend in the past includes Acton-Agua Dulce USD, Burbank USD, El Tejon USD, Los Angeles USD, Mojave USD, Muroc USD, Snowline USD, and Southern Kern USD.  (Please note that Los Angeles USD has a separate on-line application process in addition to submitting an Interdistrict Transfer Application as specified above.  The LAUSD website is www.lausd.net.  Under the “Families” section, click “Enrolling My Child”.  Then under “Permits and Student Transfers”, click “click here”.)  Information about other school districts within California is available on-line at:  http://www.cde.ca.gov/re/sd/

For further information, feel free to contact the AVUHSD Student Services office at (661) 729-2321, Extension 102.
